What entities are authorised to sponsor security clearances in Australia? 

In the Australian Defence and Government sectors, a security clearance is the fundamental currency of trust. For many independent contractors, recruiters, and SMEs, however, accessing that trust is not straightforward. 

The challenge begins with a critical constraint:

You cannot apply for an AGSVA security clearance on your own. You must have Security Clearance Sponsorship from an authorised entity.

Because sponsorship carries significant legal and compliance obligations under the Protective Security Policy Framework (PSPF), only approved organisations are permitted to initiate a clearance.

So, what entities are authorised to sponsor security clearances in Australia, and what does that mean for you?

Authorised sponsors in Australia

Under current Australian Government regulations, the AGSVA will only accept security clearance applications triggered by an approved organisation that has registered a legitimate need to know for your access to classified information. 

In practice, there are two primary pathways for Security Clearance Sponsorship.

Government agencies and departments 

Australian Government agencies including Defence and other departments are authorised to sponsor security clearances for:

  • Direct employees (e.g. APS personnel)
  • Contractors engaged to work within the agency

If you are employed directly by the government, the internal security team will initiate and manage your clearance through AGSVA.

Authorised industry sponsors 

Outside of government, only a limited number of organisations are authorised to provide Security Clearance Sponsorship. These organisations must be members of the Defence Industry Security Program (DISP) at the requisite levels.

This may include:

Defence Primes

Major commercial organisations holding direct, high-level Defence contracts (often referred to as Primes) are authorised to sponsor the personnel required to deliver those programs.

These organisations typically prioritise sponsorship for:

  • Direct employees
  • Long-term, embedded contractors

This means access to sponsorship can be limited to those already engaged within their delivery environment.

Defence Industry SMEs

Small-to-medium enterprises (SMEs) within the Defence Industry can also be authorised to provide Security Clearance Sponsorship, provided they are DISP members and meet the required security governance obligations.

However, many SMEs face practical constraints, including:

  • Limited internal security capability and resources
  • The administrative and compliance burden of maintaining DISP membership
  • The challenge of justifying sponsorship before securing contract work

As a result, even where there is a genuine business need, many SMEs are not in a position to sponsor clearances directly.

Personnel security providers (like WorkSec)
